“Trying to tie together all of the various systems they need means having to spend more on legacy systems, because itâs difficult to simply replace this big mainframe system or that sprawling network of servers,” said Shawn McCarthy, research director at IDC Government Insights, according to the report.
DHS has a total IT budget of $5.7 billion and $2.2 billion of that is for infrastructure maintenance, which McCarthy called a “catch-all bucket” for investments.
