Sen. Tom Carper Intros New Postal Service Reform Bill

MailTruckSen. Tom Carper (D-Del.) has introduced a bill that aims to help the U.S. Postal Service change its services and financial performance through operational and business model reforms.

Carper’s office said Thursday the Improving Postal Operations, Service, and Transparency Act of 2015 seeks to allow USPS to offer government services through partnerships with state and local agencies, ship alcoholic beverages and launch new nonpostal goods and services.

The iPOST legislation would require the Office of Personnel Management to implement and manage a new Postal Service Health Benefits Program within the Federal Employee and Retiree Health Benefits initiative for USPS employees and annuitants.
