National Security Agency Director Adm. Michael Rogers has said the U.S. government must be ready to face large-scale breaches like the one at the Office of Personnel Management, the Wall Street Journal reported Wednesday.

“I don’t expect this to be a one-off,” Rogers, who also heads the U.S. Cyber Command, told a cybersecurity forum held Wednesday at the London Stock Exchange.

“We are in a world now where, despite your best efforts, you must prepare and assume that you will be penetrated.”

He noted the OPM hack has prompted the federal government to review information technology security policies, according to the newspaper.

Rogers also urged government agencies and businesses to collaborate to secure IT networks.

“Cyber to me is the ultimate partnership,” he told event audience.
