PSC’s David Wennergren: Cultural Change Key to Agencies’ Implementation of FITARA

DataCenterDavid Wennergren, senior vice president of technology at the Professional Services Council, wrote in an FCW opinion piece published Tuesday that he believes agency leaders need to establish an outcomes-based culture to fully implement the Federal Information Technology Acquisition Reform Act.

“It takes a concerted effort by agency leaders to ensure the cultural change necessary to move from organizational resistance to acceptance of the new order,” Wennergren stated.

He explained that FITARA gives chief information officers the power to decide on IT budget, workforce and contracting matters.

Federal CIOs can also use that authority to implement IT modernization programs to bolster security and increase access to modern tools, according to Wennergren.

He added the public and private sectors should work collectively to ensure that government IT programs would encourage rapid adoption of new technology and industry best practices.
