Paul Courtney: Who is he?

 

Paul Courtney was appointed the Chief Procurement Officer of the US Department of Homeland Security (DHS) on August 15, 2021. In this capacity, Mr. Courtney manages the direction of the DHS’s acquisition of systems and the employment of distinguished policies, standards, and regulations.

 

Mr. Courtney commands nine Heads of Contracting Activity; these executives deliver operational services to the components and directorates under the DHS and partner government contractors.

 

How does Paul Courtney change the DHS?

 

Paul Courtney may have been the DHS’s Chief Procurement Officer for only four years, but he has already made significant contributions to changing the homeland security landscape.

 

In 2022,  Mr. Courtney highlighted that the four tenets—empower, collaborate, innovate, and procure—are crucial to the department’s new acquisition strategic plan. The plan elaborated strategies, such as:

 

  • Hiring and retaining staff by empowering them with the tools to succeed in their work
  • Maximizing technology to enable transparent and efficient communication, collaboration, and networking
  • Bolstering internal and external relationships of the DHS to address complex challenges and programs 
  • Promoting the DHS’s interests by engaging with oversight entities proactively
  • Leveraging the department’s status as the prime federal procurement agency to propel change within and in related agencies

 

Paul Courtney’s commitment to change the DHS and propel its strategies for present and future homeland security operations solidifies his reputation as a defense landscape leader.

Paul Courtney: An Embodiment of Wash100’s Ideals

 

In February 2024, Paul Courtney is a first-time winner of the prestigious Wash100 award by Executive Mosaic (EM). Since 2014, EM’s selection committee has spent careful consideration for choosing which GovCon leaders embody vision, reliability, and first-class innovation,

Paul Courtney received his Wash100 2024 award for advocating and accelerating the DHS’s acquisition strategies. His work as Chief Procurement Officer enabled the department’s yearly spend upwards of $25 billion on contract awards.

Paul Courtney joined the Department of Homeland Security in June 2019, with his first position being the Deputy Chief Procurement Officer. This capacity empowered him to develop his expertise in handling agency procurement operations.

 

Before entering the DHS, Mr. Courtney served as the Senior Expert for Contracting and the Deputy Head of the Contracting Activity at the Defense Intelligence Agency (DIA). His first training at the DIA was conducted at the US Department of Justice. He was assigned to the FBI, where he oversaw $4 billion worth of goods and services agreements.

 

Additionally, the DIA appointed Mr. Courtney to lead the planning, direction, and completion of its procurement program and their delivery of timely intelligence to warfighters.
