Dibya Sarkar writes the Office of Naval Research, U.S. Air Force and Army have commissioned the committee to examine how they implement their respective technological strategies.
The study calls on DoD to develop an enterprise-wide strategy to collaborate with the international research community and monitor global research and development activities in order to retain its âtechnological competency.â
Budget restrictions facing the scientists and engineers from the three military services harm their ability to keep track of global trends and collaborate with international counterparts, according to the report.
The study also indicates that limited funding prevents DoD from hiring top talent and disables the departmentâs personnel from forming partnerships, Sarkar reports.
The National Research Council committee recommends that DoD integrate its data analytics, scientific literature, sponsorships, international scientific conference participation and research funding, FierceGovernment IT reports.
