Advanced Technology International (ATI) is a non-profit contractor that helps government organizations manage and coordinate cutting-edge research initiatives through government contracts. ATI primarily coordinates with the Department of Defense and offers solutions created by a committed team of experts.

Before being officially named ATI, the organization became known for supervising the Rapid Acquisition of Manufactured Parts (RAMP) effort in the 1980s. In 2017, ANSER, a not-for-profit corporation that primarily helps national and homeland security, acquired ATI. Since then, the Summerville, South Carolina-based company coordinates and oversees research and development consortiums on behalf of the federal government.

Chris Van Metre, President and Chief Executive Officer

Chris Van Metre, President and Chief Executive Officer

Chris Van Metre is the third President and Chief Executive Officer of ATI since May 2012. As the CEO, Mr. Metre oversees the strategic growth and development of the company. ATI has expanded into a $1.5 billion market leader in the collaboration management services industry with his leadership.

Chris is a retired Navy with two decades of naval experience before joining ATI. He started as the company’s Project Manager back in 2005. He was also assigned to Business Development and soon placed into his current position. Chris’ expertise includes strategic planning, road mapping for technological advancement, and building consortia across multiple organizations and fields.

 

Mica Dolan, CPCM, Chief Operating Officer

Mica Dolan serves as ATI’s Chief Operating Officer. As a COO, her primary duties include, creating standards for the entire organization, overseeing business operations, and making decisions that support ATI’s goals.

Ms. Dolan joined ATI in 2004. She spent 14 years as the company’s Contracts and Subcontract Manager. Before her current role, Mica was senior vice president of contracts and procurement from 2018 until 2022. She negotiated and oversaw ATI’s portfolio of contracts worth billions of dollars. She played a crucial role in launching several consortia-based Other Transaction Agreements. 

 

Julia Martin, Chief Financial Officer

Julia Martin, Chief Financial Officer

As ATI’s Treasurer and Chief Financial Officer, Julia Martin works with ATI’s Finance Department and Board of Directors to plan the organization’s growth. Ms. Martin’s primary job is to oversee the company’s everyday financial activities, including financial reporting to federal agencies, stakeholders, and external auditors.

Besides working with ATI, Julia Martin is the Finance Committee Chair for Shield Ministries. Previously, Ms. Martin was the chief financial officer for the South Carolina Research Authority (SCRA). She honed her financial skills with SCRA, spending over three decades as CFO, from 1993 until now. Julia’s over 30 years of professional experience include ATI and SC Launch treasurer, SCRA Boards of Directors, Charleston Metro Chamber of Commerce Board of Directors, and principal liaison with ATI’s Audit and Finance Committees.

 

Keith Sauls, Chief Management Officer

Keith Sauls, Chief Management Officer

Keith Sauls is the Chief Management Officer of ATI and serves different positions in its parent company, ANSER. Mr. Sauls is a seasoned executive with experience addressing the government Department of Homeland Security’s (DHS) concerns using ANSER’s federally funded research and development center (FFRDC). Some of this includes creating a National Response Framework and revision of the first Quadrennial Homeland Security Review and National Incident Management System.

Before joining ATI, Mr. Sauls spent 27 years serving as a nuclear-trained submarine officer in the U.S. Navy. In 2005, he began his journey with ANSER and spent 15 years in positions like Manager, Director for Business Operations, Chief Human Capital Officer, and VP for Business Services.

 

Shawn Gore, Senior Vice President, Program Management Office

Shawn Gore, Senior Vice President, Program Management Office

Strategic and operational oversight for all program areas falls under Shawn Gore’s purview as the head of ATI’s Program Management Office. In this position, Mr. Gore leads initiatives that will drive improvements in the team and deliver better business results. Shawn has been crucial in enhancing the ATI division’s capabilities through coaching and knowledge sharing.

Shawn was ATI’s senior vice president of the Armament Technologies Division before sitting in his current position. He led and coordinated the solicitation and contracting efforts for ATI’s five massive programs. Before joining ATI in 2007, Mr. Gore was a Civil Engineer Officer at the U.S. Air Force. His notable contributions to the USAF include leading the $40 million Construction Management Element program and the $100 million development, construction, and repair program.
