Sydney Freedberg Jr. writes that Kendall is the final signatory on DoDIÂ 5000.AC, which will place additional oversight measures on DoD’s acquisition of various services.
“The 5000 for services is going to be complimentary to, but is not the same structure [as] an MDAP (Major Defense Acquisition Program),” Kenneth Brennan, deputy director of services acquisition, told Breaking Defense.
“We’re really trying to keep this decentralized.”
The report said DoDI 5000.AC will also delegate authority on contracting programs to lower-level officials and implement health assessments on acquisition practices and results.
Brennan added that the plan will make use of requirements review boards, centers of expertise, a functional domain expert structure and a commercial pricing center of excellence to provide best practices and advisory support to contracting officers.
Freedberg reports that the proposed services acquisition program will also offer incentives and training to drive change in the military contracting culture.
