Eaglen wrote in an opinion piece published Wednesday on Breaking Defense the 2016 defense budget estimate would represent a “modest” sequestration-level funding increase of $11 billion to the department.
She forecasts that overseas contingency operations funds will not be capped under a Bipartisan Budget Act framework.
A similar Ryan-Murray deal could increase allocation for defense and non-defense programs by as much as $142 billion in the next two fiscal years, according to Eaglen.
She projected a budget package like that might cut $165 billion in federal deficit over the next decade.
