Customer Value Partners (CVP) has appointed Keith Kapp as chief technology officer (CTO) to expand the corporate senior-level division and lead new efforts in a variety of technology departments, the company announced on Friday.

Kapp returned to CVP after four years. He served as executive director of the management and technology division of the company between Feb. 2011 and Dec. 2016.
In his new role, Kapp will focus on the company’s commitment to developing and implementing innovative technology solutions and competencies that deliver successful outcomes for clients. As CTO, he will supervise CVP’s tech initiatives including Business Transformation, Technology Modernization, Data Science and Engineering and Cybersecurity.
Prior to joining CVP, Kapp served as chief information officer (CIO) and vice president of IT and services with Blue Cross and Blue Shield of Kansas between April 2018 and Jan. 2020. He was responsible for a 550-person technology division with direct reports including the CTO, chief information security officer (CISO) and chief architect.
He also founded Keith Kapp Consulting, Inc. in Jan 2017 and served as president until March 2018. He created the company to provide Management and Technology Consulting in both the Federal Government and Public Sector.
Kapp served as director of software development with Prometric between May 2008 and June 2010, where he completed computer and paper based test content development. He also focused on registration, scheduling, assessment and reporting.
Between June 1999 and May 2008, Kapp worked with iSKY, as vice president of information technology. In the role, he was responsible for contract center outsourcing, database marketing and data analytics.
In addition, Kapp served in a variety of leadership and engineering positions between 1987 and 1999, where he gained experience in manned and unmanned systems, developed anti-viruses, and helped pioneer search engine enterprise software solutions.
