Army Tests Laser Variant of Stryker-Based SHORAD System

The U.S. Army has concluded a live-fire test of the 50-kilowatt laser weapon variant of the service branch’s Stryker-based Short-Range Air Defense system at Yuma Proving Ground in Arizona, DefenseNews reported Thursday.

Lt. Gen. Robert Rasch, head of the Army Rapid Capabilities and Critical Technologies Office, said the Directed Energy Maneuver-SHORAD prototypes demonstrated their ability to target unmanned aerial systems in the Group 1, 2 and 3 categories during the test.

The first two DE M-SHORAD prototypes were delivered to the Army in 2022 for training with soldiers, while the third prototype is scheduled to undergo acceptance testing. The final unit in the platoon set is expected to be delivered within the next couple of months.

In August 2019, the Army awarded a $203 million other transaction authority agreement with Kord Technologies, a subsidiary of KBR, to integrate a laser system onto the SHORAD systems developed by General Dynamics’ land systems division under a $1.219 billion contract.

Kord subsequently teamed up with subcontractors Northrop Grumman and Raytheon Technologies to develop competing prototypes of the laser system. Raytheon’s offering was selected for the DE M-SHORAD program.

DOE OKs Funding Renewal for Composite Manufacturing Innovation Institute

The Department of Energy has approved a five-year funding renewal for the Institute for Advanced Composites Manufacturing Innovation, a public-private partnership formed in 2015 to support DOE’s clean energy technology research and development efforts.

IACMI will receive $6 million in federal funds during the extended investment’s first year to further drive the manufacturing ecosystem for composite materials, DOE said Tuesday. 

University of Tennessee helped establish IACMI as one of the six department-backed Clean Energy Manufacturing Innovation Institutes in the country.

DOE initially provided $70 million to support the creation of IACMI, while partner organizations collectively contributed more than $180 million.

The institute has helped create more than 3,000 jobs and trained more than 2,000 individuals over the past eight years.

Air Force Reports Progress in Military Construction, Sustainment & Modernization Contracts

The U.S. Air Force Installation and Mission Support Center is ramping up efforts to accomplish more military construction programs, with 120 projects scheduled for completion in fiscal years 2022 and 2023, the service branch reported Wednesday.

MILCON contracts worldwide amounted to $7.6 billion over a 25-month period ending March 31, said Brig. Gen. Mark V. Slominski, mobilization assistant to the commander of the Air Force Materiel Command.

AFIMSC is focusing on facilities construction, sustainment, restoration and modernization, as well as weapons system infrastructure. The FY23 defense budget included funding for the B-21 Raider strategic bomber and the Sentinel intercontinental ballistic missile delivery system. Department of Air Force installations are being recapitalized through nearly $1.5 billion in large SRM contract awards this year.

The center also has 16 buildings planned or undergoing construction to serve as child development centers, dormitories and other community facilities.

“Our work is extremely important. Our execution inspires confidence with built infrastructure stakeholders, confidence from Congress as we execute authorized design and construction appropriations, and adversary awareness of our capabilities to set theaters of operation,” Slominski commented.

US Joins 6 Other Countries in Writing Guidance for Secure-by-Design Tech Product Shipment; Jen Easterly Quoted

The governments of the United States, Canada, United Kingdom, Germany, Netherlands, Australia, and New Zealand have released a joint guidance on implementing cybersecurity measures in the shipment of software and other tech products.

CISA said Thursday the creation of the guidance was led in the U.S. by the FBI, Cybersecurity and Infrastructure Security Agency and the National Security Agency.

The first-of-its-kind document urges software manufacturers to take a secure-by-design and -default approach in developing products that are shipped to customers. It also includes core principles for incorporating cybersecurity at the design phase, prior to product development.

“Ensuring that software manufacturers integrate security into the earliest phases of design for their products is critical to building a secure and resilient technology ecosystem,” CISA Director Jen Easterly remarked. “These secure by design and secure by default principles aim to help catalyze industry-wide change across the globe to better protect all technology users,” the 2023 Wash100 award winner added.

A prior Wash100 award recipient, NSA Cybersecurity Director Rob Joyce, echoed the sentiment. “Insecure technology products can pose risks to individual users and our national security,” he commented. “If manufacturers consistently prioritize security during design and development, we can reduce the number of malicious cyber intrusions we see.”

The guidance, entitled “Shifting the Balance of Cybersecurity Risk: Principles and Approaches for Security-by-Design and -Default,” is available on CISA’s website.

US Army Space & Missile Defense Command Begins Operations of High-Energy Laser Testing Lab

The U.S. Army Space and Missile Defense Command Technical Center inaugurated the Directed Energy Systems Integration Lab at Redstone Arsenal in Alabama, the Defense Visual Information Distribution Service reported Wednesday.

DESIL was built for use by military, industry and other customers that need to develop and characterize their directed energy weapon systems in alignment with the branch’s modernization plans.

The facility’s services range from software simulation, systems integration and subject matter expert consultation, to customer support and assistance in subcomponents testing and experimentation.

The 5,400-square-foot site also includes a 400-meter directed energy range as well as a distributed network where research data sharing can take place.

“All of the high energy laser testing at the DESIL will be “below-the-horizon” into a 60-foot earth berm to keep the energy contained to the test area,” said Daniel Bryant, director of systems engineering at SMDC Technical Center. “Directed energy technology promises to increase ‘magazine depth,’ reduce the ‘cost per kill’ of missiles for air defense, and significantly reduce the logistics required.”

NASA Kicks Off 2023 Entrepreneurs Challenge to Drive Tech Innovation

NASA has commenced its 2023 NASA Entrepreneurs Challenge, a program intended to progress the development and commercialization of new technologies.

In its third run, the initiative will center entrepreneurs advancing technologies that can support the organization’s lunar exploration and climate science objectives, NASA announced from Houston, Texas on Tuesday.

The challenge is an acknowledgement of the need for innovative people in technology development, with a focus on those in traditionally underrepresented communities. To bring these individuals and their ideas to NASA, the agency is offering winning entrepreneurs up to $1 million in total prizes as well as exposure to external sources of funding and investors and insight into future opportunities to work with NASA.

Building on the two previous iterations of the program, this year’s challenge will recognize participants whose projects can further the development and commercialization of technologies and data usage in the areas of lunar payloads and climate science.

Divided into two rounds, the challenge first asks participants to deliver a pitch deck and technical white paper framing their technology concept. This phase will select 20 organizations to receive $16,000 and advance to the next round.

In round two, these competitors will provide more specific information on their idea and perform an in-person pitch at an event during the Defense TechConnect Innovation Summit and Expo in Washington, D.C. Eight winners will be chosen to receive the program’s $85,000 grand prize.

The pitch event will give finalists an opportunity to engage with key agency, military and industry leaders with connections to venture capitalists and other impact funds. In previous years, winning organizations have obtained millions of dollars in investor funds, been accepted into accelerator initiatives and secured Small Business Innovation Research Contracts after completing the challenge.

Kathleen Hicks Warns Against Unauthorized Disclosure of Classified Military Intelligence

Kathleen Hicks, deputy secretary of defense, has reminded senior defense officials of their responsibility to safeguard classified and sensitive information and materials following reports of unauthorized disclosure of secret military intelligence.

The 2023 Wash100 awardee said in a memo addressed to senior Pentagon leadership, combatant commanders and agency directors that failure to protect classified data appropriately is a reportable security incident.

“Unauthorized disclosure of classified information, whether intentional or unintentional, does not alter the classified nature of the information,” Hicks wrote.

The official called on troops to avoid accessing or downloading documents with classified markings from unclassified websites and refrain from discussing classified information with unauthorized persons.

“Personnel with access to classified information are trusted stewards of that information and the responsibility to safeguard classified information is a lifetime requirement for each individual granted a security clearance,” the memo reads.

The Department of Defense reported that an airman in the Massachusetts Air National Guard was arrested “in connection with an investigation into alleged unauthorized removal, retention and transmission of classified national defense information.”

Air Force Brig. Gen. Pat Ryder, press secretary at the Department of Defense, said DOD is working with the intelligence community and interagency partners “to better understand the scope, scale and impact of these leaks.”

NSA’s Rob Joyce Highlights Need for Improved Data Sharing With Industry to Counter Cyberattacks

Rob Joyce, cybersecurity director at the National Security Agency, said the federal government should further strengthen information sharing with industry to prevent cyberattacks by providing private sector entities access to declassified information to carry out actionable cyber defense efforts, Nextgov reported Wednesday.

“We can take and understand a threat, and get it to that ecosystem at an unclassified level,” Joyce, a two-time Wash100 awardee, said at an event Tuesday.

“And that’s the key, because if I give a company a secret at a classified level, most of the time, even if the person receiving it is able to receive it at that level, the people who action it aren’t,” he added.

Joyce discussed how NSA’s Cybersecurity Collaboration Center works to help deter cyberattacks and threat actors by serving as a hub for the agency to share unclassified intelligence information with industry.

Defense One reported that Joyce highlighted the importance of Section 702 of the Foreign Intelligence Surveillance Act and that NSA will work with Congress, the FBI and other agencies to renew the authority.

“So FISA Section 702 is up for renewal this year. And it is a vital source of intelligence. It is an authority that lets us do collection against a known foreign entity who chooses to use U.S. infrastructure,” Joyce said.

“It makes sure that we don’t afford the same protections to those foreign malicious actors who are on our infrastructure as we do the Americans who live here,” he added.

The NSA cyber chief also talked about security concerns with video-sharing platform TikTok and artificial intelligence tools at the event.

Army Requests Info on Novel Structures Tech for Rotorcraft Fleet

The U.S. Army is soliciting white papers from industry to identify novel structures technology platforms that could improve the endurance, speed, operational availability and payload capacity of the service branch’s Future Vertical Lift platforms and fleet of rotorcraft, including UH-60, AH-64 and CH-47 helicopters.

Army Contracting Command is interested in structures technologies in the areas of design for composites, joining methods, composite manufacturing, structural health and damage assessment, database frameworks and artificial intelligence for rotorcraft structures and structural energy storage devices, according to a notice published Wednesday.

The service also wants information on platforms at Technology Readiness Levels 2 and 3 and could meet several tech objectives of the Combat Capabilities Development Command Aviation and Missile Center’s Technology Development Directorate – Aviation Technology.

These tech objectives include durability and damage tolerance, structural efficiency, stress and load prediction, structural operational availability and airframe crashworthiness.

Responses to the request for information are due May 12.

CISA, NSA Urged to Conduct Annual Cybersecurity Audits of FirstNet

Sen. Ron Wyden, D-Ore., has requested that the Cybersecurity and Infrastructure Security Agency and National Security Agency conduct annual cybersecurity audits of the AT&T-operated FirstNet broadband communications platform used by first responders and the military.

In a letter to CISA and NSA, Wyden raised concerns about security flaws in mobile networks vulnerable to exploits and surveillance by hackers and foreign intelligence services, the senator’s office said Wednesday.

“These security flaws are also a national security issue, particularly if foreign governments can exploit these flaws to target U.S. government personnel,” the letter reads.

Wyden also revealed that an unnamed CISA cybersecurity expert informed his staff that the agency “had no confidence in the security of FirstNet” because AT&T is unwilling to share the results of security audits conducted against the government-only network.

“As the lead agencies responsible for the government’s cybersecurity, CISA and NSA need to have access to all relevant information regarding the cybersecurity of FirstNet and Congress needs this information to conduct oversight,” Wyden said.
