GSA Looks to Modernize Approach to Mitigating Fake Public Comments on Rulemakings

The General Services Administration has launched an effort to update its processes related to combating fake comments on federal rulemaking actions, FedScoop reported Friday.

GSA plans to modernize the procedures under its eRulemaking Program, which leverages shared services that enable the public to submit comments and review dockets through an electronic platform.

Tobias Schroeder, director of the eRulemaking Program, said at a public meeting that his office is taking rulemaking procedures seriously and will implement a multiphase approach to modernizing procedures.

“So we want to make sure that we’re gathering all the available information we can — and I emphasize available — from the partner agencies that we interact with to get the statistics so that we can independently validate what those numbers are and identify what the risks are and respond in a prioritized way to those risks,” he said.

GSA first began its effort to prevent comments from fake accounts in 2017 and began acting as a managing partner for the eRulemaking Program in October last year.

NSF Sets Partnership to Support STEM Research Data

The National Science Foundation has commissioned a partnership between two different organizations for the development of a new education-focused research data hub.

The Inter-university Consortium for Political and Social Research and the American Educational Research Association will jointly work to foster education, collaboration and community across science, technology, engineering and mathematics data sources, NSF said Friday.

The two will form the Partnership for Expanding Education Research in STEM or PEERS, a web-based data resource hub that would feature new kinds of data and resources to encourage STEM collaboration. The partners will also provide professional development, training and technical support for the expansion of data access and fruition of innovative concepts.

NSF's Directorate of Education and Human Resources launched a competition to select the partnership's participants. Margaret Levenstein, ICPSR director, and Felice Levine, AERA executive director, will serve as PEERS' principal investigators.

“This collaboration reinforces our commitment to build something larger than ourselves and to bring others into the conversation,” Levenstein said.

NIWC Holds Industry Event on DevOps

The Naval Information Warfare Center hosted an event that sought to provide working opportunities and augment communication exchanges with industry.

Attended by over 200 participants from industry and the public sector, the event highlighted panel segments that focused on DevOps topics, the U.S. Navy said Friday.

Participants were also given the opportunity to speak with the panelists and engage in constructive exchanges.

Robin Rourk, a small business deputy director at NIWC Atlantic, said these events enable the government to discuss defense contractor capacities and provide the industry with opportunities to address technical gaps.

Listed as a primary focus area by NIWC, DevOps is a workplace approach that allows developers and operations personnel to interact with security and quality assurance employees to accelerate and secure the development of software products.

Two Air Force Commands to Build Airmen Framework Under New Partnership

The Air Force Materiel Command entered into an agreement with the Air Force Combat Command to optimize communication capabilities between operational teams and program offices in a bid to help warfighters meet mission requirements.

The partnership will focus on developing a framework that will assist airmen in comprehending operational and maintenance standards for weapons systems during their lifecycle as part of the Lead Wing Collaboration program, the U.S. Air Force said Friday.

The program seeks to expand on previous agreements between the two commands and will conduct yearly reviews to validate if they can be incorporated into other weapon platforms or facilities.

“Strong lines of communication and a robust exchange of information between our operators and acquisition professionals is critical to delivering what the Air Force needs to succeed,” said Gen. Arnold Bunch, commander at AFMC.

Kevin O’Connell, director of the Office of Space Commerce, said his office intends to move forward with plans to take over civil space traffic management functions currently under the Department of Defense, SpaceNews reported Friday.

The Trump administration’s Space Policy Directive 3, issued in 2018, mandates the Department of Commerce to assume STM responsibilities including the issuance of satellite collision warnings to operators.

During the 23rd Annual Commercial Space Transportation Conference in Washington, D.C., O’Connell said his office will push through with STM transition efforts despite receiving a small amount from the requested budget for fiscal year 2020.

“At the macro level for this year, we’ll continue to do a lot of good work within the interagency, with our government colleagues, and we’ll be able to do some work with our allies,” he said.

O’Connell’s comments come after the near-collision of the Gravity Gradient Stabilization Experiment and Infrared Astronomical Satellite in low-Earth orbit.

He noted that his office plans to attend the February meeting of the U.N. Committee on the Peaceful Uses of Outer Space’s scientific and technical subcommittee in Vienna.

Glenn Gerstell, general counsel at the National Security Agency, has announced he is stepping down from his role to transition a nonprofit think tank, CyberScoop reported Friday. He gave legal advise to both Gen. Paul Nakasone and Adm. Michael Rogers over a five-year tenure as NSA's general counsel.

“It was truly an honor to be able to serve this agency and play a part in keeping our nation safe," the general counsel said in an email.

Gerstell will join the Center for Strategic and International Studies to serve as a cyber technology-focused senior adviser. CSIS works to address global challenges through practical research.

Brig. Gen. Michael Conley, who leads U.S. Air Force Special Operations Command's 1st Special Operations Wing, has been appointed to fill a role at the U.S. Space Force. He will serve as vice commander of the USSF's Space Operations Command, from Vandenberg Air Force Base, the Department of Defense said Thursday.

Conley, in his current role, oversees the readiness of USAF special forces for missions across the globe. These missions include precision strike, planning, intelligence, surveillance, reconnaissance and specialized mobility.

The newly appointed USSF officer joined USAF in 1997 as a student pilot, then went on to become a squadron executive officer the following year. Space Operations Command works to organize, train and utilize space forces in support of air and combatant commanders.

The General Services Administration has released the 2020 version of its Federal Marketplace Strategy detailing revisions in its policies, processes and technologies.

Julie Dunne, commissioner of GSA’s Federal Acquisition Service, said in a statement published Friday that the agency has begun implementing changes related to the consolidation of multiple-award schedules in solicitations.

Dunne noted that GSA has also deployed robotic process automation in supply chain security efforts, with GSA’s Truman Bot already working on business procedures and automating administrative tasks involving MAS offerings. In addition, GSA has implemented a Prohibited Products Robomod that screens products, equipment and software for potential vulnerabilities.

“Both of these efforts greatly reduce the amount of time our employees spend on repetitive data entry and manual tasks so they can instead spend time negotiating better prices for federal agencies to create taxpayer savings,” Dunne said.

FAS will conduct a training conference from April 14 to 16 in Atlanta as part of the agency’s acquisition strategy.

Jim Garrettson, founder and CEO of Executive Mosaic, presented Dawne Hickton, chief operating officer and president of Jacobs’ Aerospace, Technology and Nuclear (ATN) business, with her first Wash100 Award on Wednesday.

Hickton received her first Wash100 Award for her leadership and expertise to drive innovation in the aerospace industry after more than three decades in the sector. With her first Wash100 Award win, she has demonstrated a level of excellence in the GovCon sector that makes her one of the most likely members of the community to influence the industry throughout 2020.

Hickton was named the COO and president of Jacobs’ ATN segment in May 2019 as the company was preparing to acquire KeyW. She officially assumed the role on June 3, 2019.

“Given her track record of execution at other companies, as well as her contributions as a director to Jacobs, I know that Dawne will be a significant asset as a member of our leadership team as we continue our transformational strategy of delivering innovative and unique solutions to our clients,” said Steve Demetriou, CEO of Jacobs.

Under Hickton’s leadership, Jacobs’ ATN business saw its revenue increase by more than 13 percent and is well positioned to deliver a double-digit year-over-year increase in profit based on the acquisition of KeyW and the highly successful execution of the ATN business strategy.

Hickton also assisted in the company’s acquisition of John Wood Group’s nuclear business and valuable contracts across the federal sector and industry, including a $216M contract from the U.S. GSA Federal Systems Integration and Management Center to support the Department of Defense Cyber Crime Center’s Cyber Training Academy in November.

Ryan Frigm, technical director of the Space Development Agency (SDA), will serve as a keynote speaker during Potomac Officers Club’s 6th Annual Defense Research and Development Summit 2020 on Thursday, Feb. 6th.

The SDA was designed to monitor future threat-driven National Defense Space Architecture. Its mission is to unify and integrate the development of space capabilities across the Department. SDA will continue to develop new military space capabilities to ensure our technological and military advantage in space.

The agency is also responsible programmatic policy development, execution for next-generation military space capabilities, and collaboration with Principal Staff Assistants for those programs funded in the Military Intelligence Program.
