NSF Seeks to Reach More Startups Through ‘Project Pitch’ Platform

NSF Seeks to Reach More Startups Through ‘Project Pitch’ Platform

The National Science Foundation (NSF) is conducting a pilot of a new portal in the FastLane system that allows startups and small businesses to pitch their project concepts and receive responses within three weeks, FedScoop reported Monday. Kelly Monterroso, a communications specialist at NSF, said the Project Pitch platform allows NSF to streamline the scientific research grant application process for startups and entrepreneurs.

“So we know that if we invite them to submit a proposal, because they’ve gone through the project pitch process, we know who they are, we can hold webinars just for them, we can just really help them through their registration, all the paperwork that they need to submit. So it’s a way that we can help them through our process,” said Monterroso.

NSF came up with the Project Pitch platform using Service Cloud Lightning Edition, a software-as-a-service offering from Salesforce.

“The lack of upfront cost is really important because this is a pilot. It’s still a pilot, honestly. We’re still changing things,” Ben Schrag, Small Business Innovation Research and Small Business Technology Transfer program director at NSF, said of Project Pitch.

DHS Expands Scope of Insider Threat Program

DHS Expands Scope of Insider Threat Program

The Department of Homeland Security (DHS) has updated its privacy impact assessment for the Insider Threat Program (ITP) by expanding ITP’s scope to include all persons who have or had access to DHS’ information, networks, facilities, equipment and related systems.

The ITP originally focused on the prevention, mitigation and detection of unauthorized disclosure of classified data by DHS employees with active security clearances, DHS said in the updated PIA dated June 16.

“Therefore, the expanded scope increases the popultion covered by the program to include all those with past or current access to DHS facilities, information, equipment, networks, or systems, regardless of security clearance,” DHS wrote.

The update allows the program to collect information from any DHS component, program, office or source; “lawfully obtained” data from any U.S. agency, foreign government entity or private sector organization. It also expands data elements to include contract information, current employment and performance data, personnel files about adverse actions and misconduct and security clearance status.

DHS has identified six privacy risks associated with the update and ways to mitigate such risks, including over collection of employee data and use of collected data for a different purpose.

Maj. Gen. Maria Barrett on Army’s Plan to Deploy Remote Classified Access Capability

Maj. Gen. Maria Barrett, commander of Network Enterprise Technology Command, said the U.S. Army will launch a capability to allow employees teleworking during the pandemic and other remote users to access classified and sensitive information in the next 30 days, C4ISRNET reported Monday.

Barrett told the publication the service plans to onboard the first 500 users in the next four weeks and increase that number to up to 2,000 users. She said NETCOM is coordinating with the Army CIO/G-6 and 7th Signal Command to collect “user requests for prioritization” and that “majority” of the devices that will be used to access data will be virtual desktops with no data stored on end-user devices.

“Based on location, the service will likely work better for [contiguous United States] users; it is our intention to test performance with [outside contiguous United States] users before issuing this as an offering [outside the contiguous United States],” Barrett said.

DOE Releases Funds for New Tech Commercialization Projects; Dan Brouillette Quoted

The Department of Energy (DoE) is investing more than $33 million in government-industry-academia partnership projects that aim to develop and later commercialize new energy technologies. National laboratories have partnered with industry and academic entities to pursue these 82 projects financed by DOE's Technology Commercialization Fund, the department said June 11.

“The Technology Commercialization Fund is a critical component of the department’s commercialization strategy, meant to provide a bridge that connects America’s innovators to the research and expertise of our world-class National Lab system," said Dan Brouillette, secretary of Energy.

Project topics include high-performance magnets, wide bandgap power devices, artificial intelligence-supported manufacturing and dual-fuel technology. General Electric Renewable Energy, Boeing, TerraPower, Kairos Power and the University of Pennsylvania are among the industrial and academic partners for the projects.

DHS S&T Creates DIY Way to Cleanse PPEs of Virus

DHS S&T Creates DIY Way to Cleanse PPEs of Virus

The Department of Homeland Security's (DHS) Science and Technology (S&T) Directorate has created and unveiled a method that civilians can use to disinfect personal protective equipment.

S&T's do-it-yourself PPE cleanup method involves the use of a programmable multi-cooker that allows for moist heat decontamination, a method endorsed by the Centers for Disease Control and Prevention (CDC), DHS said Friday.

The method requires users to put protective masks in a paper bag that will then undergo a 30-minute steaming in a multicooker. The moist heat, from half an inch of water in the multicooker, neutralizes the virus' presence in saliva and culture media on the masks.

A standard mask can still function properly after up to five cycles of the multicooker cleansing, DHS said. S&T will conduct more research on the method's cleansing effect on lung fluid.

“We understand that PPE is not always readily available and are working tirelessly to provide Americans with simple methods to extend the life of this important equipment," said William Bryan, DHS's acting undersecretary for science and technology.

Reps. Jimmy Panetta, Joe Wilson Present Small Manufacturer Cybersecurity Enhancement Act””

Reps. Jimmy Panetta, D-Calif., and Joe Wilson, R-S.C., have introduced a bill to better protect small defense manufacturers from cyber threats. The legislation, known as the "Small Manufacturer Cybersecurity Enhancement Act" would authorize awarding grants to partnership centers that provide cybersecurity services to these businesses, Panetta's office said Thursday.

These manufacturing extension partnership centers may use the grants to assess and implement cybersecurity, secure needed talent and promote the compliance of manufacturers with standards imposed by the Department of Defense (DoD). The bill aims to bolster the cybersecurity of manufacturers involved in the defense industry's supply chain.

"MEP Centers, public-private partnerships located in all 50 states, are uniquely positioned to assist small businesses with cybersecurity requirements and have worked closely with the Pentagon to bolster defense supply chain resiliency,” Panetta said.

The bipartisan bill's other co-sponsors include Reps. Haley Stevens, D-Mich., Paul Mitchell, R-Mich., and Salud Carbajal D-Calif.

Raytheon Technologies Donates Millions to Support LA Food Bank; Greg Hayes Quoted

Raytheon Technologies has donated $5 million to Los Angeles County Food Bank to provide for the increased need of food as a result of the COVID-19 pandemic, the company reported on Monday.

"Prior to COVID-19, 1 in 5 people in LA County faced food insecurity, including 1 in 4 children," said Michael Flood, president and CEO of the Los Angeles Regional Food Bank. "Since COVID-19, we have seen the need for food assistance increase markedly, and we now estimate that we are helping 500,000 people each month.”

The need for food assistance in LA County has increased by 70 percent since the pandemic struck in early 2020. Raytheon Technologies has allocated funds to Feeding America to support local food banks and provide food and other essentials to people in need. With the donation, food banks will support children, seniors, families and individuals throughout LA County.

“We are proud to partner with Raytheon Technologies to provide meals to people who struggle to put food on the tables," added Flood.

In addition to the normal work of the Food Bank, the organization has organized drive-thru distributions to help meet the extra need. These distributions, a spinoff of the Food Bank's Mobile Food Pantry program, allow food recipients to stay safely in their vehicles while emergency food kits are placed into trunks.

"The impact of COVID-19 on our communities has been swift and unprecedented," said Greg Hayes, CEO of Raytheon Technologies. "The communities where our employees live and work are in need, and it's our responsibility to support our friends and neighbors during this crisis."
