Space Operations Command Assumes Control Authority Over Lockheed-Made AEHF-6 Satellite

The U.S. Space Force’s Space and Missile Systems Center handed control authority of the sixth Lockheed Martin-built Advanced Extremely High Frequency satellite to Space Operations Command in late October.

Space Vehicle 6 completes the AEHF satellite constellation designed to provide military leaders and warfighters jam-resistant communications and command and control capabilities during a nuclear war, the Los Angeles Air Force Base said.

Operational acceptance of the sixth AEHF satellite is expected to occur before the end of 2020 and the 4th Space Operation Squadron will gain operational control as the Lockheed-made SV-06 is integrated into the constellation system, which also supports Australia, Canada, the Netherlands and the U.K.

“AEHF enables both strategic and tactical users to communicate globally across a high-speed network that delivers protected communications – including real-time video, battlefield maps and targeting data — in any environment,” said Erik Daehler, director of protected communications at Lockheed Martin Space.

The AEHF-6 satellite launched in March aboard United Launch Alliance’s Atlas V rocket that took off from Cape Canaveral Air Force Station in Florida.

Biden Picks Xavier Becerra, Rochelle Walensky as HHS, CDC Heads

President-elect Joe Biden has nominated Xavier Becerra and Rochelle Walensky to serve in the respective roles of secretary of health and human services (HHS) and director of the Centers for Disease Control and Prevention (CDC).

Becerra has been serving as California’s 33rd attorney general since 2017 while Walensky is currently the chief of Massachusetts General Hospital's division of infectious diseases, Biden’s transition team said Monday.

Becerra, who previously served 12 terms as a member of the House of Representatives, will become the first Department of Health and Human Services secretary of Latino descent if confirmed for the role.

Vivek Murthy and Marcella Nunez-Smith, co-chairs of Biden’s COVID-19 Transition Advisory Board, have also been selected to respectively serve as U.S. Surgeon General and chair of the COVID-19 Equity Task Force.

Other appointees to Biden's health team include Anthony Fauci as COVID-19 chief medical adviser to the president, Jeffrey Zients as COVID-19 response coordinator and counselor to the president; and Natalie Quillian as deputy coordinator for COVID-19 response.

Fauci previously served as director of the National Institute of Allergy and Infectious Diseases while Zients previously held director roles at the National Economic Council and Office of Management and Budget. Quillian was most recently Biden's deputy campaign manager.

Space Development Agency Envisions New Continuous Market for Satellite Procurement; Derek Tournear Quoted

The Space Development Agency (SDA) seeks to establish a stable, continuous satellite technology market that would remain ongoing regardless of specific programs, DoD News reported Monday. 

SDA needs industry's help to establish the National Defense Space Architecture, an architecture of satellites that would collect and transmit targeting and location data for military operations

Derek Tournear, SDA director, said the government-industry effort may create a new, constant satellite market to achieve this goal.

Tournear said virtually at Via Satellite's MilSatCom Digital Week that he needs industry to internally develop products in line with a plan to add hundreds of satellites to the architecture every other year.

NSA Releases Cybersecurity Advisory on Russian-Backed Threat Actors Exploiting VMware Tools

The National Security Agency (NSA) has issued a warning on Russian-backed hackers that utilize a vulnerability in various VMware products to breach protected data housed in affected systems. NSA said Monday that the cyber threat affects VMware’s Identity Manager, Identity Manager Connector, Access Connector and Workspace One Access tools.

The state-sponsored malicious actors exploit the vulnerability to access a device’s management interface and forge security assertion markup language credentials to access private information.

NSA said it “strongly recommends” the Department of Defense (DoD), National Security System (NSS) and defense industrial base to implement vendor-provided patches to designated VMware identity management tools “as soon as possible.”

The cybersecurity advisory details cybersecurity recommendations such as monitoring authentication server configurations and server logs.

DoDIN Joint HQ Sets Framework for Information Access, Operations; Brig. Gen. Paul Fredenburgh Quoted

The Joint Force Headquarters for the Department of Defense Information Networks (Joint Force HQ-DoDIN) has established four primary components of a framework to guide how personnel would access information, C4ISRnet reported Monday.

These four pillars tackle how to organize a battlespace, use cyber risk assessment methods, make threat-focused decisions via automated approaches and collaboratively address network security requirements.

The command-centric framework is designed to organize DoDIN-related activities, Brig. Gen. Paul Fredenburgh, deputy commander of Joint Force HQ-DoDIN, said at the Armed Forces Communications and Electronics Association or AFCEA TechNet virtual conference.

“Operationalizing the secure, operate-and-defend mission area is at the heart of outmaneuvering adversaries in the cyber domain as we establish priorities for and direct network operations, security actions and unified defensive efforts across DoDIN," he said.

VA Wraps Up Implementation of IT Updates for Vet Education Benefits; Robert Wilkie Quoted

The Department of Veterans Affairs (VA) rolled out information technology updates to enable the processing of education benefits.

VA said Monday that it expanded Yellow Ribbon Program eligibility, included prorated entitlement charges for certifications, licensing and national exams and launched a scholarship program for science, technology, engineering and mathematics students.

The department also updated the calculation of Post-9/11 GI Bill monthly housing allowances and removed the expiration of benefits for recipients who served on or after Jan. 1, 2013.

"As VA works to modernize processes, this milestone is an important step in our digital transformation journey — merging people, procedures and technology," said Robert Wilkie, secretary at VA and a 2019 Wash100 Award winner.

VA applied the updates in compliance with the Harry W. Colmery Veterans Educational Assistance Act of 2017, a bill that seeks to provide veterans with expanded education and career opportunities.

The government implemented the Colmery Act in partnership with VA, Mitre and Accenture Federal Services.

Jim Russo: GSA Addressing Disruptions to Modernization Efforts Under EIS Telecom Contract

Jim Russo, technical lead for the Enterprise Infrastructure Solutions (EIS) program at the General Services Administration (GSA), has said that agencies must modernize their systems through the EIS contract to support post-pandemic telework needs, FedScoop reported Monday.

Russo told attendees at a recent industry event that his team has been in constant communication with the Federal Risk and Authorization Management Program (FedRAMP) office to establish the potential $50 billion EIS telecommunications contract before its predecessor Networx vehicle expires on May 2023.

According to Russo, the agency has coordinated with “a number of companies” proposing their offerings that can meet objectives under the FedRAMP and  Trusted Internet Connections programs. GSA requires vendors to fulfill EIS requirements through Sept. 30, 2022.

Allen Hill, executive director of telecom services at GSA's Office of Information Technology Category, said at a prior FedScoop event that GSA is also working with agency transition teams to ensure continued EIS progress.

GSA plans to provide additional assistance for agencies whose EIS transitions were disrupted due to the pandemic, according to the report.

BAE Systems Completes Maintenance, Repair of HMCS Toronto

BAE Systems has successfully completed planned systems maintenance and repair on HMCS Toronto, a Royal Canadian Navy ship, the company reported on Tuesday. 

“The support we provided to HMCS Toronto in Portsmouth demonstrates our ability to support allied nations' navies with the capabilities we provide daily to the Royal Navy,” Jon Pearson, Warship Support Director, BAE Systems said.

BAE Systems provided support to the ship’s crew on an emergent defect, assisted with general maintenance activities, refuelling and restocking. BAE Systems also worked to repair previously unknown minor maintenance issues, in collaboration with the crew. Work was performed at the Royal Navy at Portsmouth Naval Base, UK.

“Not only can we deploy these services and expertise in the UK, but we can do so in locations around the world from the Middle East to the Caribbean, the South Atlantic, the Far East and North America,” Pearson added. 

HMCS Toronto recently took part in the NATO group exercise, Joint Warrior, which was designed to provide a complex environment where participants could advance tactics and skill sets within a war-style setting and prepare for deployment as a Joint Task Force.

SpaceWERX Program Launched to Foster Space Force Innovation; Barbara Barrett Quoted

The U.S. Space Force now has its own innovation program that would engage in new space technology development, similarly to the U.S. Air Force's AFWERX. The SpaceWERX program will operate as a space-focused arm of AFWERX, now part of Air Force Research Laboratory (AFRL), AFRL said Monday.

AFWERX announced SpaceWERX's creation at the Accelerate event that commenced on the same day.

“As we approach the first anniversary of our newest Service, the United States Space Force, we also celebrate the opening of the first space-focused innovation hub at Los Angeles Air Force Base,” said Barbara Barrett, secretary of the Air Force.

The new innovation program will work alongside operators and procurement officers from Space and Missile Systems Center to identify innovative technologies that support space national security.

Curtiss-Wright’s PacStar Business Wins Contract to Upgrade USMC Combat Data Network

Curtiss-Wright Defense Solutions’ PacStar business has been awarded a $25 million contract to upgrade a portion of the U.S. Marine Corps (USMC) Combat Data Network (CDN), Curtiss-Wright reported on Tuesday. PacStar’s solution will enable USMC to extend its advanced network communications to tactical environments.

“We are honored that the U.S. Marine Corps has chosen PacStar equipment to upgrade their CDN,” said Lynn Bamford, president, Defense and Power Segments, Curtiss-Wright Corporation. “We are always proud to support the Marine Corps in their essential communications endeavors.”

PacStar’s small form factor communications modules, including routing, switching and advanced network services, have been designed to maximize capabilities and configuration flexibility. The business’ rugged, lightweight modules simplify secure communication across austere environments, in a variety of applications, and in any unit structure. 

PacStar will upgrade end-of-life legacy 19-inch rack-mounted routers, switches and servers to small form factor modules to reduce size, weight and power (SWaP), improving mobility and speed of deployment, as well as transmission rates and data access.

“As the industry leader in SWaP, we are thrilled to expand our relationship with the Marine Corps by supporting warfighters with small-form factor WAN modules optimized for tactical environments,” said Peggy Miller, senior general manager, PacStar.
