U.S. Space Force Works to Develop Resilient Architecture; Col. Russell Teehan Quoted

The U.S. Space Force will work to develop a more resilient architecture to continue to deliver critical space-based capabilities, C4ISRNet reported on Thursday. 

Col. Russell Teehan, portfolio director at the Space and Missile Systems Center, said that the Force will need to establish a distributed and maneuverable architecture, with a larger focus on satellites operating in low Earth orbit because of the increased vulnerability to anti-satellite weapons. 

The development and testing of various anti-satellite weapons by adversaries was the focus of several Department of Defense (DOD) reports and statements calling attention to the vulnerability of the nation’s satellites. Teehan added that he would like to see the Space Force ensure space-based capabilities can be delivered through multiple channels, so if a satellite is destroyed, warfighters can be resilient. 

“I know exactly how I would go after our architectures. I’ve known for 20 years how I would go after our architectures,” said Teehan. “As the portfolio architect, I spend a lot of time on, where are we vulnerable? Where do we really not want to take a hit?”

The Space Force has focused on shifting to a distributed architecture, maneuverability and LEO constellations to encourage resiliency and maneuverability. The Space Development Agency was established in 2019 to build a new megaconstellation in low Earth orbit made up of hundreds of relatively inexpensive, replaceable satellites. 

Teehan added the agency’s satellites could be used to deliver space-based capabilities, even if constellations are removed. Teehan advocated for a hybrid approach, where simpler satellites will be backed by a distributed, LEO architecture.

“Most of our strategy back at the [Space and Missile Systems] Center — we’re working with [the Space Development Agency, Missile Development Agency] and multiple others — was looking to get into higher rate productions, simpler platforms, distributed [architectures],” said Teehan.

On March 23rd, Potomac Officers Club will host its 2021 Industrial Space Defense Summit, featuring Gen. John Raymond, chief of Space Operations with the Space Force and 2020 Wash100 Award recipient, as a keynote speaker. 

Raymond will address space technology, innovation and private-public partnerships that will expand federal space defense capabilities and help defeat adversaires, as space exploration and defense, space research and technology continues to expand.

Biden Administration Names Meg Kabat of Atlas Research to VA Role

The Biden Administration has appointed Meg Kabat, Atlas Research senior director, as the senior advisor for Families, Caregivers and Survivors at the Department of Veterans Affairs (VA) Office of the Secretary, Atlas Research reported on Thursday.

“We are thrilled that the administration has called on Meg to advance the care and benefits offered to families, caregivers, and survivors of our nation’s Veterans,” said Mark Chichester, president of Atlas Research.

Kabat has a wide range of knowledge in health care operations. With Atlas Research, she provided valuable insights that supported the company’s clients’ and enabled Atlas research to deliver advanced care solutions. Before joining Atlas Research, Kabat served in a variety of roles, increasing in responsibility, with the VA.

In her more than ten year career with the department, she was most recently the national director of the Caregiver Support Program. In the role, Kabat supervised the implementation of Title 1 of Public Law 111-163, the Caregivers and Veterans Omnibus Health Services Act of 2010.

Previously, Kabat served as an advocate for ill and injured service members enrolled in the Federal Recovery Care Coordination Program at the National Naval Medical Center. She managed the transition of active duty service members’ health care to a Veterans Health Administration facility.

“From supporting the Department of Defense’s Sexual Assault Prevention Office, to facilitating the COVID-19 Nursing Home Commission, we’ve seen Meg’s exemplary leadership at Atlas. We have no doubt that she will be a key asset to the administration,” Chichester added.

House Democrats Want GAO to Investigate Federal Energy Conservation Practices, Challenges

Four House Democratic have asked the Government Accountability Office to determine forces that prevent federal agencies from implementing building energy and water efficiency measures that support U.S. greenhouse gas emission reduction goals.

In a letter to GAO Comptroller General Gene Dodaro, the lawmakers said most of the facilities under the Federal Energy Management Program (FEMP) do not comply with Section 432 of the Energy Independence and Security Act.

The House members told Dodaro that the Department of Energy's EISA Section 432 compliance tracking system indicated that government buildings have hit a point of efficiency stagnation in the past four years.

They want to know the energy management approaches at agencies that have above-average rates in conforming to the law, details of reporting requirements exemption criteria and the practices used to monitor the effectiveness of conservation efforts under traditional or performance-based contracts.

The letter was signed by Reps. Kathy Castor, D-Fla.; Frank Pallone, D-N.J.; Carolyn Maloney, D-N.Y.; and Bobby Bush, D-Ill.

Sonny Bhagowalia: Data Centers Play a Critical Role in CBP Operations

Sonny Bhagowalia, acting assistant commissioner for information and technology and chief information officer at the Customs and Border Protection (CBP), said managed data centers still play a key role in supporting the operations of CBP, FedScoop reported Wednesday.

“The mission is so big in terms of what we do in safeguarding America and data centers play a very big role in terms of what we provide in high value assets,” Bhagowalia said in a video interview underwritten by Dell Technologies.

He said CBP has implemented a hybrid approach that uses cloud and on-premises data centers as it advances information technology modernization and carry out its mission. He also talked about the agency’s migration of some applications to the cloud.

Bhagowalia joined Mahtab Emdadi, a regional sales director at Dell Technologies, during the video interview to discuss other tech trends and factors CIOs should consider as they pursue data center modernization.

DOD Officials Hold Discussion on Joint All-Domain C2 Strategy, Data Standards; David Spirk, Lt. Gen. Dennis Crall Quoted

Military leaders and senior executive service members within the Department of Defense met Tuesday at Aberdeen Proving Ground in Maryland for a data summit to discuss the Joint All-Domain Command and Control strategy, data standards, access management, data security and application programming interfaces, DOD reported.

The Joint Staff J-6 is working on the JADC2 strategy and one session during the summit focused on the definition of the “common data fabric,” which is critical to creating and implementing the enterprise framework.

"What we've been doing for the last six or seven months is enabling this body [of decision-makers] to have this JADC2 vision and then execute it," said David Spirk, chief data officer at DOD. "We have given [the Joint Services] the path and we're asking them to drive us to this open systems data architecture."

Marine Corps Lt. Gen. Dennis Crall, director of the Joint Staff J-6, hosted the summit and called the meeting a “stage-setting event."

"This particular meeting is about making sure that the framework is in place and that we understand who is responsible for each part of the [JADC2] strategy,” Crall said.

Accreditation Body Schedules CMMC Final Rule Release, Training Classes

Diane Knight, lead for the Cybersecurity Maturity Model Certification program's pathfinders and pilots at the Department of Defense (DOD), said at a Jan. 26th virtual town hall that a final rule on the unified cybersecurity standard could be released in April 2021, FCW reported Wednesday.

Request for proposals are planned for April release, with responses due by July, and awards are estimated to be made in August, according to a "national" timeline preview shared by Knight.

The implementation is dependent on CMMC training for organizations and certification of CMMC Accreditation Body-approved assessors. The training covers development of materials and authorization of organizations to facilitate CMMC classes.

Ben Tchoubineh, a CMMC board member and chair of the training committee, said out of 22 applications, 12 schools have been approved as licensed training providers. Classes and formal training content are anticipated to be available by the late spring or early summer.

The AB has certified 16 licensed partner publishers for training materials. Two pending applications remain.

The National Renewable Energy Laboratory (NREL) has started a study that aims to explore the potential growth of energy storage technologies and the entire power system. 

NREL said Tuesday the Storage Futures Study seeks to address how energy storage technologies will play a role for the U.S. power grid and how they may affect future power system infrastructure investment and operations. 

The agency also proposed a framework that aims to help regulators, utilities and developers prepare for the future through the use of projections, analysis and trends.

The first phase of the framework states how short-duration storage could maintain the power grid's supply, while Phase 2 indicates that hybrid system configurations will potentially enhance the cost-competitiveness of battery storage technologies.

Phase 3 focuses on storage technologies that can deliver additional or lower-cost services to reach peak periods, while Phase 4 discusses how seasonal storage approaches can address mismatch of variable resource supply and demand.

"Our four-phase framework is intended to describe a plausible evolution of cost-competitive storage technologies, but more importantly, it identifies key elements needed for stakeholders to evaluate alternative pathways for both storage and other sources of system flexibility," said Paul Denholm, an analyst at NREL.

The U.S. Air Force has introduced an online tool designed to help recruiters build engagement and provide awareness of potential opportunities within the service branch. Enhanced Cognitive Human Ops (E.C.H.O.) is an interactive gaming tool that seeks to gauge potential airmen's cognitive skills through three different challenges, the military service said Tuesday.

E.C.H.O. features a holographic representation of an airman that will guide users through the missions that they will encounter in the game. Users will be given feedback on how they can use their cognitive skills and to help determine viable career paths within the Air Force.

"While the pandemic has put a pause on live experiences, we are pushing the needle on what is possible with virtual options," said Master Sgt. Zachary Atkinson, events marketing superintendent at the Air Force Recruiting Service. "The mobile asset with the game should be out in the field as soon as we are safely able to resume events," added Atkinson.

NASA, FAA Sign Partnership to Support, Develop U.S. Air Safety; Robert Pearce Quoted

NASA will conduct research on air traffic management to help the Federal Aviation Administration (FAA) promote public air transportation safety. The space agency said Tuesday it signed a five-year agreement that enables aviation research, development and demonstration partnerships between NASA and FAA.

NASA signed its part of the deal in December and FAA in early January. The two agencies will study, develop and test technologies designed to address the country's aviation matters.

“With this agreement NASA will continue to lead in conducting research that will aid the FAA in meeting its regulatory obligations to manage a safe and efficient public air transportation system,” said Robert Pearce, associate administrator for aeronautics at NASA.

The agreement includes activities that NASA and FAA will jointly pursue under the Advanced Air Mobility National Campaign, an effort to further develop and promote emerging aviation markets across regional, rural, urban and suburban transportation.

The space agency will gather test-based data to help FAA implement and regulate the use of AAM technology in the National Airspace System.
