Illumio to Help Air Force Adopt Microsegmentation Platform; Mark Sincevich Quoted

Sunnyvale, California-based security company Illumio has secured a contract from the Air Force Research Laboratory to help the service branch implement a tool to gain visibility into digital assets and prevent threats from spreading across a network.

The company said Monday it looks to drive the adoption of Core microsegmentation platform at the Department of the Air Force under the second phase of the AFWERX Small Business Innovation Research program.

Core is designed to help users identify applications with unnecessary risks via a map and block ransomware attack pathways before the malicious threat moves laterally within the enterprise.

Mark Sincevich, director of Illumio's federal business, said that microsegmentation could serve as a pillar of zero trust architecture implementation as more government agencies and military commands turn to the new security model as part of cyber risk reduction and resilience efforts.

Under a Phase I SBIR award, the company showcased the potential of its technology to prevent unauthorized access to workload communications.

Navy Announces Delivery of 1st Redesigned Tactical Fighter Under F-5 Block Upgrade Prototype Project; Capt. Ramiro Flores Quoted

The first F-5N aircraft has been delivered to Naval Air Station Patuxent River in Maryland to kick off flight and ground tests of the redesigned F-5 tactical fighter jet as part of a prototyping project meant to improve readiness and safety.

The Navy’s Specialized and Proven Aircraft program office, PMA-226, will use the results from the tests to convert 16 F-5E and six F-5F aircraft purchased from the Swiss air force under the Avionics Reconfiguration and Tactical Enhancement/Modernization for Inventory Standardization program, Naval Air Systems Command said Monday.

The aircraft under the F-5 block upgrade prototype project will feature modernized avionics, cockpit and other systems that could provide fuel level warnings, protection from severe weather, air-to-ground warning functionality and other tactical capabilities that could enhance “friendly” force air-to-air training.

“This program will provide modernized aircraft with exceptional avionics and tactical capabilities which are needed to allow pilots to practice the tactics and techniques employed against a near-peer threat. Delivery of these improvements will ensure realistic and relevant tactical training the pilots need to win in combat,” said Capt. Ramiro Flores, PMA-226 program manager.

The delivered aircraft is one of the three F-5N planes that will be used as prototypes in the F-5 block upgrade project. PMA-226 finalized the ARTEMIS program's independent logistics assessment in June and expects to achieve a Milestone C decision in early fiscal year 2022.

GAO Reports on DOD’s Progress in MHS GENESIS EHR System Deployment

The Government Accountability Office (GAO) has found that the Department of Defense (DOD) fielded the MHS GENESIS electronic health record system in six of the 24 planned deployment sites and those actual deployments involved approximately 41,600 users. 

Although DOD was able to enhance system performance and address issues encountered during the initial rollout of the EHR system, the department has yet to fully resolve incidents identified during testing, GAO said in a report published Monday.

According to the report, failure to address those identified incidents could result in challenges at future sites.

Lack of awareness of system changes “could hinder users' ability to effectively use the system, impede their knowledge of new workflows, and limit the utility of system improvements,” the report reads.

The congressional watchdog has recommended that the Pentagon come up with an approach to retesting the identified incidents to ensure that they have been addressed, improve the effectiveness of MHS GENESIS training and propose a plan to ensure that EHR system users are aware of changes to the platform.

Rothwell has been with Precise Systems for 10 years and has served as senior vice president of finance and accounting since 2017.

Navy Department Receives 100th Viper Helicopter Delivery; Col. Vasilios Pappas Quoted

Naval Air Systems Command has received its 100th delivery of the AH-1Z Viper attack helicopter, which Is intended for use by the U.S. Marine Corps. AH-1Z is designed to perform armed reconnaissance, close air support, armor penetration and anti-air operations, NAVAIR said Friday.

The new helicopter brings updated landing gear, an integrated glass cockpit system and a modern fire control system. The aircraft can also accommodate multiple types of weapon configurations.

“Of all of the domestic AH-1Zs delivered to date, 91 percent of them have been on time,” said Col. Vasilios Pappas, program manager for NAVAIR's PMA-276 unit.

The government may add 34 more units to its existing AH-1Z orders, which have consisted of both domestic and foreign military sales. AH-1Z operates as the attack counterpart of the UH-1Y Venom, which focuses on utility.

Army Activates 2nd Multi-Domain Task Force in Germany for Defeating A2/AD Networks; Col. Jonathan Byrom Quoted

U.S. Army Europe and Africa has activated the 2nd Multi-Domain Task Force, a group tasked to stop adversary anti-access/area-denial networks in land, air, water, space and other environments.

The 2nd MDTF will be based at the Clay Kaserne installation in Wiesbaden, Germany, and will be led by Col. Jonathan Byrom, the Army said Friday. The group will include a headquarters element, a detachment focusing on intelligence, cyberspace, electronic warfare and space, and a brigade support company.

According to Byrom, the newly activated task force will provide multi-domain capabilities to support USAREUR-AF's mission in conflict prevention, the shaping of the regional security environment and large-scale ground combat operations.

“As a part of a joint force, we synchronize precision effects in support of U.S. European Command and U.S. Africa Command objectives,” explained the colonel.

The Army Garrison community in Germany is expected to welcome over 1,200 soldiers and family members as part of the task force's activation.

Navy-Partnered Academia Team Explores New Cyber Mitigation Methods; Binoy Ravindran Quoted

Professor Binoy Ravindran leads a U.S. Navy-supported team of students studying how to address cyber vulnerabilities in ways that do not interfere with a system's functions.

The team from Virginia Tech is pursuing this three-year project under the Naval Engineering Education Consortium (NEEC), with the support of Naval Surface Warfare Center Dahlgren Division, Naval Sea Systems Command said Monday.

NEEC forms partnerships between naval warfare centers and academic institutions to address modern and anticipated challenges. 

John Seel, head of NSWCDD's warfare control and integration department, proposed the main focuses of Ravindran's project. Seel specifically seeks ways to verify if scrambled and non-scrambled versions of a code are performing the same way.

“Say a contractor is delivering an updated combat system with a scrambled version of code that is meant to be more secure," Ravindran said. “With the technique that [one student researcher] is developing, Dr. Seel would then be able to verify that the two versions of the code are indeed doing the same thing,” the professor noted.

This technique has the potential to mature into a refined software structure during later stages of development.

NASA’s Pam Melroy: Artemis to Involve Longer Lunar Stay, Prepare for Future Mars Trips; Karla Smith Jackson Comments

NASA Deputy Administrator Pam Melroy has pointed out that astronauts under the Artemis lunar program will return to the moon “to stay this time” and prepare for future Martian trips, Government Matters reported Sunday.

She explained that a 20-year approach to land on Mars is currently in the works with support from an aligned acquisition strategy and the Biden administration’s fiscal 2022 proposed budget.

Karla Smith Jackson, a senior procurement executive and deputy chief information officer at NASA, added at the same online program that the agency is also working with its commercial partners to make Artemis-related payments and lower costs through data rights deals and other innovative methods.

She added that the agency is also looking to use the lunar effort to help commercialize the space economy.

In preparation for the first Artemis lunar trip, NASA will test launch the one-use, super heavy-lift Space Launch Vehicle by the end of 2022, shared Jackson.

FAA Asks Public to Help Inform Environmental Review of SpaceX Rocket

The Federal Aviation Administration (FAA) seeks public comments on a draft review that assesses potential environmental impacts of SpaceX's future Starship launch system.

The draft programmatic environmental assessment (PEA) covers the aspects of launch, reentry, debris recovery, associated construction and road closure related to Starship, FAA said Friday.

SpaceX proposes to launch Starship from the Boca Chica Launch Site in Texas, which is also a detail assessed under the review. FAA would further analyze the environmental impacts of Starship's proposed future activities based on information gathered through the PEA.

The agency may conduct a more intensive environmental impact statement if issues determined from the review cannot be mitigated. Interested parties may submit input through Oct. 18th.
