OMB Issues Draft Memo Mandating Login.gov Use Across Agencies

The Office of Management and Budget has issued a draft memo directing federal agencies to use Login.gov, the government’s single sign-on platform, for most public-facing websites and digital services, FedScoop reported Wednesday.

Digital identity management remains one of several areas federal agencies are working to modernize as part of broader efforts to streamline citizen-facing technology. What Does the Draft OMB Memo Require?

Under the draft policy, the General Services Administration would be tasked with holding quarterly meetings with agencies, publishing a best-practices guide for Login.gov adoption, hosting industry days with commercial identity providers and reporting back to OMB on customer-experience improvements. Agencies would in turn be required to follow GSA’s implementation guidance and begin reporting usage and performance metrics tied to the platform. The memo would require broad use of the service rather than banning alternative authentication methods outright.

The draft memo would give agencies 60 days to submit an inventory of existing public-facing websites with authentication and six months to complete a broader digital identity risk management review. OMB Director Russell Vought cited the absence of a governmentwide digital identity strategy and a presidential executive order on improving federal digital design as the basis for the policy, according to FedScoop.

How Is Login.gov Evolving Under New Leadership & Industry Support?

The draft policy arrives as Login.gov undergoes notable changes in both leadership and capability. Treasury Chief Information Officer Sam Corcos recently took on three additional roles at GSA, including acting assistant commissioner of Login.gov, adding to his oversight of the Technology Transformation Services and the Federal Acquisition Service. His appointment follows GSA naming Greg Hogan as director of the identity verification platform in April and comes alongside GSA’s continued expansion of Login.gov’s capabilities through industry partnerships, including a call order awarded to LexisNexis Risk Solutions to support document authentication, validation and biometric identity verification services on the platform.

That expansion builds on a foundation GSA has been developing for years. In 2024, the agency selected eight vendors for a potential $195 million Login.gov next-generation identity proofing blanket purchase agreement to strengthen digital identity verification for public-facing services. That effort has since translated into active task orders, with Xcelerate Solutions and Socure securing a $163 million order earlier this year to bolster identity-proofing technology on the platform.
