The U.S. Army is piloting a cloud-based acquisition platform called Army Marketplace, Automation and eXecution, or Army MAX, to streamline service contracting and cut down procurement lead times, the service announced Wednesday.

What Is Army MAX?

Army MAX is an automated services platform designed to accelerate service acquisition by minimizing manual data entry and connecting requiring activities directly with contracting offices. Developed through a collaboration between personnel from the Army Contracting Command-Rock Island Arsenal and the Army Contracting Command G6 organization in Huntsville, Alabama, the system uses a guided interface that enables users to submit requirements through a standardized process.

Ben Graw, a contract specialist with the Strategic Competitions and Innovations Branch, said the requirement began as an effort to build an automated, AI-assisted solicitation tool, noting that the different phases are being designed to be flexible so the technology can evolve, adapt and scale alongside user needs.

How Does the Platform Use AI?

The Army said Army MAX uses artificial intelligence to validate requirements, identify missing documentation, support solicitation package development and post notices to SAM.gov.

Officials said the platform consolidates activities that previously required multiple exchanges between requiring activities and contracting personnel into a single workflow. The system also guides users through the solicitation process to reduce administrative burdens associated with services contracting.

Army MAX is the latest initiative supporting the Army’s broader effort to modernize acquisition and contracting processes. In recent months, the service has expanded testing of AI-enabled acquisition tools that automate solicitation and acquisition requirement package development, pursued software procurement reforms aimed at reducing contracting inefficiencies and improving purchasing speed, and continued implementing acquisition reform efforts designed to streamline decision-making and accelerate the delivery of new capabilities to soldiers. The Army has also launched the UAS Marketplace, a digital procurement platform intended to speed access to drone technologies through a centralized purchasing environment.
