The Department of the Air Force has issued a request for information to identify contractors capable of designing, developing and delivering a Sensor Agnostic Emulator Trainer, or SAET, to support the Air Force Distributed Common Ground System.

The notice posted on Monday on SAM.gov calls for a modular training platform tied to an indefinite-delivery/indefinite-quantity contract vehicle. The contractor selected under the effort would also be responsible for major program management functions, including Agile project management, financial management, quality assurance and lifecycle maintenance, tailored specifically to the trainer’s lifecycle.

What Is the Sensor Agnostic Emulator Trainer Designed to Do?

The SAET is a modular, sensor-agnostic emulation platform intended to simulate diverse sensor data feeds so operators can train in realistic environments. The contractor will also handle software integration, sustainment and configuration control to keep the trainer aligned with the DCGS Open Architecture baseline, while supporting deployment to the National Mission Partner Network for distributed operations and training.

How Does the SAET Effort Support AF DCGS Training Modernization?

AF DCGS connects multiple intelligence platforms and sensors to support the processing, exploitation, analysis and dissemination of ISR data across the Air Force, and the broader enterprise has drawn steady sustainment investment, including a $17.8 million contract modification GDIT secured last year for network support work.

The SAET notice narrows that mission to training, tasking a contractor with program management functions spanning Agile project management, quality assurance and lifecycle maintenance using a secure system integration lab.

What Are the Response Requirements for Interested Contractors?

Respondents must submit a two-part capability survey covering business information, socioeconomic status and 17 technical questions on signals intelligence experience, security clearances and DCGS familiarity by 4 p.m. EDT on Sept. 18.

The market-research approach mirrors other recent defense notices, such as a Coast Guard RFI seeking drone-based ISR support issued through a similar sources-sought process. Responses go to Contracting Officer Philip Holt and Contract Specialist Jennifer Keller.
