ICF’s Jeff Neal Offers New Approach to Cyber, Digital Talent Recruitment

cyberJeff Neal, a senior vice president for ICF International, has recommended new strategies for agencies on how they can hire cyber and digital services talent.

Neal wrote in a blog article for ChiefHRO.com published Thursday that federal agencies need should move cybersecurity and digital services jobs into services previously excluded by departments and agencies.

Neal also proposed the development of new job groups for all such positions and the establishment of job series for key types of occupations in order to “simplify classification, hiring and ongoing talent management.”

He also recommended that “a government-wide steering group of cybersecurity, digital services and human capital professionals” be formed to work on job issues in collaboration with the Offices of Management and Budget and Personnel Management.

Neal also suggested agencies update methods for applicants and evaluating an applicant’s problem-solving abilities.
