James Baker Succeeds Andrew Marshall as DoD Net Assessment Director; Ashton Carter Comments

James Baker, principal deputy director for strategic plans and policy for the J5 organization and strategist to the Joint Chiefs of Staff chairman, will take the role of director of the Office of Net Assessment.

The Defense Department said Wednesday Baker will succeed Andrew Marshall, who founded ONA in 1973 and retired in January.

“[Baker] has the experience, creativity, and long-term vision to help our military and our nation chart a clear path forward into an uncertain future – assessing today’s trends to prepare for tomorrow’s challenges and opportunities,” said Defense Secretary Ashton Carter.

Baker will report directly to Carter in his new role.
