Maj. Gen. Thomas Horlander, formerly director of business operations at the office of business transformation for the U.S. Army undersecretary, has been appointed as director of the Army’s budget.Horlander will serve in the office of the Army assistant secretary for financial management and comptroller, the Defense Department said Wednesday.
He previously served as director of resource management at the Army installation management command, where he led a contract management program and the G8’s General Fund Enterprise Business System accounting system transition.
Horlander was also deployed to Camp Arifjan in Kuwait as resource manager for the 3rd Army/Army Forces Central Command.
