Congress should form a new procurement model that pays contractors only when they achieve defined business results, former Virginia Rep. Tom Davis told a House committee Tuesday.

The Washington Business Journal reports Davis, director at Deloitte & Touche, said the performance-based model would pay contractors if they delivered cost savings to the government.

Davis told the House Oversight and Government Reform Committee in prepared remarks that contractors would bear the risk of delivering the results.

This new model would aim to promote innovation and creative thinking in industry, he said, according to Jill Aitoro’s story.

The committee also heard from Federal Chief Information Officer Steven VanRoekel on issues facing project management in government information technology (click here for our coverage of VanRoekel’s testimony).
