Obama Launches ‘Hearts & Minds’ Counterterrorism Measure

President Barack Obama issued an executive order Friday establishing a strategic counterterrorism strategy targeting the international audience.

The Center for Strategic Counterterrorism Communications, under the direction of Secretary of State Hillary Clinton, will run a temporary organization aimed at winning the hearts and minds of the public outside the U.S.

The secretary of state and the center are authorized to countering ideology and activities of terrorist groups by using communications internationally.

“These communications strategies focus not only on the violent actions and human costs of terrorism, but also on narratives that can positively influence those who may be susceptible to radicalization and recruitment by terrorist organizations,” the order says.
