The chief information officer of the Office of the National Intelligence Director, Priscilla Guthrie, will resign Nov. 19 after 18 months at her post, according to a report on Federal News Radio.
Until a replacement is announced, Charlene Leubecker, who is currently deputy CIO for the ODNI, will be the acting CIO.
DNI Gen. James Clapper, thanked Guthrie for her service in an agencywide email, FNR reports.
In the email, which Federal News Radio obtained, Clapper praised Guthrie’s “efforts to strengthen information sharing, integration and management across the Intelligence Community.â€
Guthrie has been CIO since taking over for retired Air Force Maj. Gen. Dale Meyerrose, who now heads up cybersecurity for Harris.
From 2001 to 2006, Guthrie worked as DoD’s deputy assistant secretary for networks and information integration, as well as its deputy CIO, FNR reports.
She also previously worked as the director of the IT division of the nonprofit Institute for Defense Analyses, which provides analyses on national security issues.
Had Ms. Guthrie been associated with ANY implementation successes, she would have been asked to stay. During her tenure at OSD NII, 84% of all IT programs she helped approved failed to deliver either on time or on budget. Similar results at DNI. However, the ranks of both Mitre and BAH swelled during her tenure, suggesting that she protected the status quo while outsourcing critical thinking to the old guard.
